Committees of FCAG
Guided by FCAG’s mission to foster collaboration, effective governance, and strategic resource sharing throughout Fremont County, FCAG recognizes that the strongest regional accomplishments are often built through shared discussion, local knowledge, and community-driven participation.
To support this work, FCAG utilizes committee-based processes to help evaluate complex regional issues, gather input from community members and stakeholders, and develop thoughtful recommendations for consideration by the appropriate governing bodies. These committees bring together grassroots perspectives from across Fremont County, allowing residents, local leaders, subject matter experts, and service partners to help shape practical solutions for shared challenges.
Through this collaborative approach, FCAG seeks to ensure that regional decisions are informed, transparent, and grounded in the real needs of the communities it serves.
The FCAG Joint Committee on Funding Key Services was a temporary, multi-jurisdictional advisory committee convened by the Fremont County Association of Governments to examine the long-term sustainability of key public services serving residents across Fremont County. The committee provided a coordinated forum for local governments, service providers, and community stakeholders to review shared funding challenges and discuss potential countywide solutions.
The committee’s work focused primarily on services that benefit residents across jurisdictional boundaries, including emergency medical and ambulance services, public ground transportation, and commercial air service. The committee did not operate these services directly, replace the authority of existing governing bodies, or make binding funding decisions. Its role was advisory, evaluative, and recommendation-based.
The Joint Committee on Funding Key Services was charged with conducting a comprehensive evaluation of the funding needs and sustainability of key public services throughout Fremont County, with an initial focus on emergency response, sustainable ambulance funding, air service, and ground transportation.
The committee was further charged with researching, identifying, and recommending viable funding mechanisms at the local, state, and federal levels. This included, but was not limited to, grant opportunities, ballot initiatives, and other innovative funding sources.
Its authority and responsibilities included scheduling and conducting meetings, soliciting information and testimony from relevant agencies, stakeholders, and experts, investigating and evaluating potential funding sources, analyzing current and projected service needs, and maintaining transparency, decorum, public meeting compliance, respect, and procedural fairness.
The committee was also required to provide monthly reports to FCAG detailing its activities, findings, and recommendations, and to submit a comprehensive final report with recommendations for sustainable funding strategies for each initial focus area no later than November 14, 2025.

The Regional Ambulance Service Evaluation Committee, or RASEC, is a temporary advisory committee established by the Fremont County Association of Governments to evaluate the current and future provision of ground ambulance services within the region.
The committee operates under FCAG’s authority as a Joint Powers Board representing Fremont County and its six municipalities. Its work focuses on reviewing the current ambulance service model and developing recommendations intended to improve service delivery, reliability, accountability, and long-term sustainability, including consideration of publicly governed service models where appropriate.
RASEC is advisory in nature. It does not operate ambulance services, adopt policy, commit public funds, or impose structural changes. Any recommendation requiring implementation, policy adoption, financial commitment, or structural change requires separate approval by the appropriate governing body or bodies.
The Regional Ambulance Service Evaluation Committee is charged with evaluating governance, organizational, and operational options for ground ambulance services within the region.
The committee reviews the current contracted ground ambulance service model, including service delivery and operational performance; evaluates governance and organizational structures for ambulance service provision; considers regional or multi-jurisdictional service models; analyzes financial sustainability and funding mechanisms; and identifies potential pathways for enhanced public oversight or governance of ambulance services.
Its authority and responsibilities include scheduling and conducting meetings, receiving information and testimony from relevant agencies, service providers, stakeholders, and subject matter experts, investigating governance, operational, organizational, and financial considerations, assessing alternatives to the current contracted model, complying with the Wyoming Public Meetings Act, and preparing findings and recommendations for FCAG and its represented governing bodies.
The committee provides periodic reports to FCAG and participating jurisdictions. Its draft report is due no later than May 28, 2026, and its final report is due to the FCAG Board for consideration and approval no later than July 9, 2026.
